As far as I might be concerned, this is an assertion about the individuals who were forgotten in the storm’s aftermath. Certain pieces of the city were supposed to be "improved" due to being purged of destitute individuals. The words "no loitering" shows up over the man's head.
The message is basic, wave the flag all you need, we don't need you here.
The wall on which Banksy painted this piece had been empty since Katrina destroyed the 9th Ward.
